Customers who are not transferring onto another flight may purchase any liquid item once they have cleared security.
However, there are restrictions on where customers can purchase liquid duty free items when transferring.
The following table explains when you can purchase duty free liquids if you are transferring through an EU airport:

Customers who are transferring onto a flight through an airport in the EU, including the UK, may purchase any liquid items once they have cleared security provided that it is carried in a tamper–evident bag and the receipt is attached to the bag or is placed inside the bag so it is easily readable.
Transfer customers may also purchase liquid items in–flight provided they are travelling on an EU community airline. These items must also be carried in a tamper–evident bag and the receipt must be attached to the bag or placed inside the bag so it is easily readable.
Customers who are connecting with a British Airways flight from outside the EU where the original carrier is not registered in the EU, are advised not to purchase liquid items in duty free until they reach an EU airport. This would include customers who are transferring onto a flight at a UK airport and who travelled to the UK with a oneworld partner such as American Airlines or Cathay Pacific. Customers travelling to the UK from outside the EU who are not transferring onto a flight at an EU airport may purchase any items of duty free within their personal limit.
